GUIDELINES FOR LIVING IN THE LAKESIDE COMMUNITY


(Revised Jan.1, 2007)

Violations to the Lease Agreement and/or Community Rules

Violations of the lease agreement and/or community rules will be responded to as follows:

  1. Written notice of the problem will be issued to the resident or homeowner notifying them of the violation or problem.
  2. In that notice, the resident will also be notified of the action necessary to comply with the lease and/or rules, and a deadline for compliance.
  3. If the problem is not resolved, or the Lease Agreement not complied with, management may move to review the Lease Agreement.


Housing Unit Density Guidelines


The number of people who may reside within a home shall be determined as follows:

One Bedroom Home:        Two (2) Persons
Two Bedroom Home:        Four (4) Persons
Three Bedroom Home:    Six (6) Persons

In determining the number of rooms in the home, additions or changes in the wall or structure of the home will not be considered.


Fireplaces/Wood Piles


Fireplaces/Wood Burning Stoves: If you have a fire place or a wood burning stove, the New Brighton Fire Marshall suggests that you check with the Building Inspector as to whether or not it is up to code.  This may affect insurance and financing policies.  It should be checked every year by a certified technician.  All fireplaces and wood burning stoves must be installed by a certified builder and inspected by the Building Inspector after construction is completed.

Storage of Wood Piles: Occupants of manufactured homes may pile 1 cord of wood against the sides of the manufactured home as long as it is not blocking doors, access panels, windows, or otherwise creating a nuisance or hazardous condition.  Wood should be stacked in piles no wider than the cut length and stacked 12 inches off the ground.  This will allow air to circulate, lessen the chance of rotting, and cut down the probability of rodent harborage. As a Manufactured Housing Community, we are subject to unscheduled Ramsey County Health Department Inspections. If the Ramsey County Health Department finds conditions conducive to rodent infestation on your homesite, you will be cited for a Health Department Violation, and must correct the problem.


Recreational Vehicles


Medium Boats: Boats needing trailers for transport may be parked on the street, providing that the length of boat, trailer and your car, is not greater than the distance of your allowed two-car parking area. Boats with trailers should not exceed 22 feet in length & 8’ in width. Boats may be stored in the sand lot area behind the lake at no charge, but at your own risk.  (See below)

Large Boats:
Boats and trailers over 22 feet in length & 8’ width are not allowed on the street in front of your home.  Boats of this size may be stored in the sand lot area behind the lake at no charge, but at your own risk.  (See below)

Motorhomes/Travel Trailers: RV’s may not be parked on the streets of the community except for short-term loading and unloading.  They may be parked in the sand lot area behind the lake at no charge, but at your own risk.

SAND LOT SEASONAL PARKING AREA

FOR RECREATIONAL VEHICLES OF LAKESIDE RESIDENTS ONLY

THIS IS A PARKING AREA FOR RECREATIONAL VEHICLES, BOATS,
AND UTILITY TRAILERS THAT ARE TO BE IN USE.

NO CARS OR TRUCKS - THIS IS NOT A STORAGE AREA FOR UNUSED VEHICLES.

  • RV, boats & trailers must belong to a lakeside resident.
  • RV, boats & trailers must be registered at the lakeside office.
  • RV, boats & trailers must be currently licensed.
  • RV, boats & trailers must be parked as recommended by Lakeside Management.
  • RV, boats & trailers must be moved at the request of Lakeside Management.
  • All Boats & trailers must be removed by November 1st.
  • You must have your own insurance coverage.

The sand lot area at Lakeside is available for the parking of recreational vehicles that cannot be parked in front of your home.  This is available only as space permits, and is for the summer season only.  Lakeside management reserves the right to discontinue this option for parking at any time.  Lakeside Management will not be responsible for any damage or loss incurred while parking in the sand area by the lake.


Motorcycles: The Community will allow a limit of two (2) motorcycles per home.  When not in use they must be stored close to the home behind steps and entryways.  They may not be stored on the grass areas at any time.

Snowmobiles: The Community will allow a limit of two (2) snowmobiles per home.  They must be stored close to the home behind steps or entryways.  They may not be stored on the grass areas at any time. 

NOTE:  DUE TO THE LIMITED SIZE OF LOTS, ALLOWANCE CAN BE MADE ONLY FOR EITHER TWO SNOWMOBILES OR TWO MOTORCYCLES OR ONE OF EACH ON EACH SITE.

Utility Trailers: Utility trailers may not be parked on the grass.  Trailers parked in front of the homes on the streets may not exceed 8’ in width.

Bicycles: State Statues require all bicycles using roadways be equipped with lights, reflectors and brakes.  This equipment must be in working order and used properly.  All riders must follow the “Rules of the Road.”

  1. Obey all traffic signals & regulations.
  2. Watch out for all motorized vehicles.
  3. Yield right of way to pedestrians.
  4. Never hitch rides from vehicles.
  5. Always follow direction of traffic flow and keep to the right.
  6. Never ride two on a bicycle.
  7. Always ride straight.
  8. Be sure that all safety equipment such as brakes, lights, horn, etc. are functioning properly.
  9. Use hand signals.
  10. Cross grassy areas onlywhen necessary and with caution.
  11. Ride slowly across non-paved or gravel surface.
  12. Cross sidewalks only when necessary and stop for pedestrians.

Stay off people’s lawns.                         Do not ride on sidewalks


Construction of Awnings, Decks, Enclosures, Sheds, Steps, etc.

All plans for improvements and construction must be submitted in writing to the office for approval before beginning project.  Plans must include exact sizes and dimensions, materials to be used, and location of project.

City of New Brighton Building Permits are required for most projects & repairs.  Please call the office for more information or call the City of New Brighton Public Works & Planning Department.

All construction projects must be completed 30 days from date of approval by park office.

Skirting: Existing skirting must be kept in good repair.  Rotted skirting supports should be replaced, bent skirting sheets should be replaced or straightened, and corroded or discolored skirting should be painted or replaced.  Access panels must be installed by both the water connection and the sewer connection to the home.  If skirting is in need of replacement, it must be aluminum pre-painted horizontal pattern skirting or other management approved materials.

Awnings: Must be factory-made of metal and may cover patio.  Building permit may be required.

Decks: Size and location must be approved by Management. Construction must be done in accordance with any applicable local or State building codes.  State code dictates that there be an open space of 10 ft. between the sides of adjacent manufactured homes including their attachments.  Decks may not be wider than concrete patio and may not block access panels to water & sewer utilities.  Decks must be stained or painted to match or blend with home and kept regularly maintained.

Enclosures: Must be 3-season room only.  Must be factory-made of metal and portable metal posts/metal window screen combinations, and metal roof.  Outside walls must be metal or metal covered.  Structure may not use any walls of the manufactured home for any load bearing purposes.  Must be properly maintained.  Upon removal, patio and grounds must be returned to good condition.

Sheds: Materials must be approved by community management.  Size and location must be approved by Management.  State code dictates that there be an open space of 10 ft. between the sides of adjacent manufactured homes including their attachments and at least 3 ft. between manufactured homes when parked end to end.  Maximum size is 120 square feet (10’ X 12’) with 6 ft. of space between home and shed. The shed cannot be taller than the height of the home. Shed must be fastened to platform.  Platform must be regularly painted unless it is of concrete material.  Shed must be properly and regularly maintained, e.g., repair roof, broken doors, paint when needed.

Steps: All steps must be of suitable size for door opening.  All steps must be braced and supported properly.  All steps must be installed properly and be maintained as needed. Steps over 24 inches high must have a railing.  Rails must be spaced 6 inches or less, on center.  All steps must be even in height but no taller than 8 inches high.

  • Factory made metal steps must be kept free of rust.
  • Wooden steps must be painted or color-stained, and maintained, as necessary.
  • Fiber Glass steps can sometimes have sharp edges, so exercise caution.
  • Concrete steps can deteriorate over time, from some forms of ice-bite, so please follow factory instructions for care.  The rails must be kept free of rust.  Concrete steps are also extremely heavy, so be sure that delivery truck does not drive onto lots when delivering steps unless weight-dispersing mats are used, (available for your use from Lakeside Management).  Lakeside Management must be present during delivery.


Street Repair


Street Repair: A notice is given 2 to 3 days prior to maintenance project which will include the procedure to follow for street clearing and parking.

Car Towing: If a car is not moved for street repair it will be towed at the owner’s expense.  If a car is displaying a permit, we will try to contact you.  If we cannot contact you we will have your car towed to the Lakeside Sales Lot or to an end street.  If a car is not displaying a permit, it will be towed out of the park and impounded at your expense.  If your car is not in operating condition, e.g., flat tire, doesn’t start, or out of gas, that is a violation of Community Rules, and is not an acceptable excuse for it not to be moved, and it will be towed.

Snow Plowing: When there are 3 or more inches of snow, streets will be plowed.  This may change if the forecasted weather indicates a thaw.  We will begin plowing the Sales Lot and side streets early in the morning.  Once these are cleared, we will sound the horns on the plow truck when we will begin doing your street.  When you hear the horn you are expected to move your car to a cleared side street, the Sales Lot, or Foss Road (once it has been plowed by the City).  All cars must be off your street for us to begin plowing.
Regularly Scheduled Route of Plowing:

  • Champion and West Mooney.
  • West Piper and West Cessna.
  • East Mooney, East Piper, East Cessna.


Car Towing: If a car is not moved for snow removal it will be towed at the owner’s expense.  If a car is displaying a permit, we will try to contact you.  If we cannot contact you we will have your car towed to the Lakeside Sales Lot.  If a car is not displaying a permit, it will be towed out of the community and impounded at your expense. If your car is not in operating condition, e.g., flat tire, doesn’t start, or out of gas, that is a violation of Community rules, and is not an acceptable excuse for it not to be moved, and it will be towed.

Car Return: Please do not return your car to your parking space in front of your home until the entire street has been cleared of snow.   We have special permission from the City of New Brighton to park on Foss Road when we are involved in snow removal or street repairs – for 24 HOURS ONLY.  After the 24 hour limit your vehicle can be tagged during the “No Parking Hours” (2:00 – 6:00 AM). If parked on the end streets or sales road, please move the car within 36 hours so we can finish plowing. The new East Lane parking is not a storage area and cars will be required to be moved 36 hours after plowing for snow clean-up. If your car is not moved, a violation will be issued & your car may be towed.

Sidewalks: Clearing snow and ice off of sidewalks is the resident’s responsibility.  PLEASE WAIT UNTIL WE ARE FINISHED PLOWING on your street to clean off sidewalk.  This might save you some frustration.  If for some reason you need to shovel your car out after we have plowed, we ask that you do not throw snow into the middle of the street, but rather into your yard.
Do not shovel snow into the streets.


Parking & Parking Permits


Purpose: The purpose of the parking permits is for identification of cars in case it is necessary to remove cars from the streets for maintenance work (snow removal, street repairs, moving manufactured homes on and off sites, street sweeping), in case of parking complaints (neighbors or guests parking in wrong places), or abandoned cars left on streets.

Placement of Permit: Please place permit number on right side of front windshield; 3 inches from bottom of window and 2 inches from the side. Looking Out of Car

To Have This System Be Effective: We must keep our records up to date.  We need to be kept informed of all changes in vehicles at each household.  For extra permits or permit replacements, please contact the office as soon as possible when you change vehicles.

Parking: Your parking space is from the edge of your home to the corner of your neighbor’s home.


Homesite Maintenance


Residents are responsible for maintaining their own yard and sidewalk.  This includes grass cutting and trimming, fertilizing, shoveling and removing ice from the sidewalks. The diagram below should help explain where the boundaries of the site lines are.  Also, please note that the meter boxes in your yard are actually your neighbor’s.

ABOUT SELLING YOUR HOME


A safety disclosure form must be completed and returned to the office when a home sells in the community. All homes must be brought completely up to code before a sale becomes final. Code items may include:

  • Egress windows installed where necessary.
  • Smoke detectors installed and working.
  • Fire extinguishers installed and working.
  • Water heater and furnace compartments lined with fire-code sheetrock.
  • Support system (blocking) up to state and local standards.
  • Aluminum wiring, if present, must be altered to conform to code.
  • Fireplaces or wood stoves, if present, must be inspected by the fire marshal.



FOR PROSPECTIVE HOME BUYER
Before the transfer of ownership takes place from the seller to the Lakeside-approved buyer, and before the buyer takes possession of the home in the community, the buyer must make an appointment with Lakeside Management for Lease Signing.   The following list of requirements need to be fulfilled at the Lease Signing:

  • Security Deposit equal to two month’s rent must be paid in full.
  • A copy of the purchase agreement must be provided to the office.
  • A copy of the financing contract with the lending institution must be provided to the office.
  • All adult members of the household must be present to go over the Lakeside Rules and Regulations with the community manager.  All adult members of the household must sign the Lease, agreeing to abide by the Lakeside Rules and Regulations and Lease Agreement.  Children are welcome at this appointment, and older children are encouraged to be present to go over the Rules with the Community Manager at this time.
  • An appointment for an onsite orientation, to take place during the first week of residency, will be scheduled at this time.  Lakeside Maintenance Staff will meet you at your homesite to go over important homesite maintenance issues.


POOL GUIDELINES



Residents must apply for approval of pools, hottubs, or spas in person at the Lakeside Community Office.

  • Residents must sign a waiver stating that they accept full responsibility for any damages or injuries that may take place due to the pool being on the lot, usage of it, or the draining and maintenance of the pool. The resident and any pool users must also agree that Lakeside is in no way responsible or liable for the pool.
  • Small plastic ‘kiddie’ style pools with a water depth more than 6 inches and no more than 5 feet in diameter can be placed on the resident’s patio.
  • Only one pool, hot tub, or spa is allowed per homesite.
  • Pools must be on the grass area of the homesite, but cannot interfere with utilities or access to the lot.
  • Pools will need to be placed exactly where Lakeside Management indicates. This will be next to your patio, and cannot be behind your home or next to your neighbor’s home. This is in part because pools cannot be located over buried utilities, and so that the usage of the pools does not become a nuisance to neighbors.
  • The maximum pool size is 8 foot wide, and 10 foot long. Pools cannot hold water deeper than 15” or have over a 24” total side height.
  • A Pool Water fee of $100 will be charged for to cover the extra costs for when the pools, hot tubs, or spas are filled or drained.
  • Residents must provide written proof of liability insurance that clearly states that the resident’s insurance company is fully covering a home and homesite that does have a pool, hot tub, or spa on it.
  • Any damage to the lots, including dead grass, patios, and/or any erosion under homes must be repaired by the resident who has the pool, hot tub, or spa, including damage under a neighbor’s home or to their homesite.
  • Lakeside reserves the right at any time to revoke pool, hot tub, or spa privileges for a homesite and or residents.
  • Person’s using the pool, hot tub, or spa must adhere to the 10:30 PM to 7:30 AM quiet time, but also be considerate at all other hours of the day too.
  • Adult supervision is strongly urged by management, but is the responsibility of the resident.
  • Hot tubs and spas need to follow the same criteria as above, except: They will be required to be on the resident’s patio not blocking access panels, and must have near silent operating noise.
  • When pools, hottubs, or spas are emptied, all water must be drained into the street.

Residents must provide their insurance waiver, a picture and exact description of pool, and Pool Water Fee before the pool will be considered.
