Welcome to Lakeside Manufactured Home Community. Our goal is to provide and maintain the best manufactured home community and related services possible. With your cooperation, we can maintain the high standards that have made this one of the finest communities in the metro area.
This community is licensed by Ramsey County to operate as a Manufactured Home Community. We are therefore required to conform to the laws and standards prescribed by Ramsey County, the State of Minnesota and the City of New Brighton.
This packet of practical Rules & Regulations will help you understand what is required of us by these governing bodies. In addition, it will help emphasize and explain how we achieve our high standard of living. Most points addressed by the Rules & Regulations are simply common sense-type matters of health, safety and respect for your neighbors and the community as a whole.
About the Community
Lakeside is a family owned and operated business with 245 homesites and covers 40 acres in the City of New Brighton. The community has many trees and borders a small lake.
A. Lakeside is conveniently located to both downtown Minneapolis & St. Paul.
B. Police and Fire protection are provided by the City of New Brighton.
C. Community streets are paved and well lighted with on-street parking. There are sidewalks throughout the community.
D. Mail is delivered to each homesite daily (except Sundays & Holidays).
E. Water & sewer service is supplied from the City of New Brighton Municipal system and is included in the homesite rental fee.
F. Electricity and natural gas are supplied to each site by Xcel Energy at household rates.
G. Telephone service is provided by the provider of your choice.
H. Cable TV service is provided by Comcast.
I. We are located in the Mounds View School District #621.
J. The community is adjacent to a municipal park & playground equipped with a tennis court, ice skating rink, hockey rink, softball field and a recreation building. (New Brighton stopped operating rinks 2011)
K. Dumpsters are provided for the disposal of household waste. (for residents only)
L. A community compost site is provided for lawn refuse.
M. Single sort recycling and a cardboard recycling container are provided. (Service changed in 2011)
Community Rules and Regulations
GENERAL
- “Resident” means an owner of a manufactured home who leases a homesite in the community and includes any lease co-signers, and other members of the resident’s household. Residents are responsible for the behavior of their children, roommates, and guests.
- Some Rules state “See Guidelines”. This section is an appendix to these rules and provides some explanations of commonly asked questions by residents.
- Failure by any resident to comply with the Rules and Regulations shall constitute a breach of the terms and conditions of the Lease Agreement and may be cause for eviction. (See Guidelines).
- If changes are made to Rules and Regulations by Community Management, they will be distributed to all residents 60 days prior to effective date, as required by the Lease Agreement.
- The only pets allowed are birds, fish, and other small animals that are not capable of living outside the home. Indoor cats are allowed, but must not be put outside, either roaming freely or leashed. Cats found roaming will be confiscated by management and turned over to the Ramsey County Humane Society. Dogs of any size are strictly forbidden.
- Quiet must be maintained from 11:00 PM until 7:30 AM. Loud parties, radio, TV, stereo, excessive vehicle noises, vehicle revving and other such noises during these hours will not be condoned. Residents are required to be considerate of their neighbors during the rest of the day as well.
- Residents will be held responsible for any damage caused by them, their children or guests. Parents are responsible for their children’s whereabouts and actions. All children are expected to obey local curfew ordinances. Youth, ages 15 and younger, have a 10pm curfew every day. For youth, ages 16-17, it is midnight every day.
- If police are called to respond to a residential disturbance, other than a medical emergency, a violation notice will be issued to the resident for that disturbance. Three (3) or more violations for the same type of disturbance may result in a review and termination of the Lease Agreement.
- No peddling or soliciting is allowed in the community without the consent of the management.
- Garbage, rubbish, and waste materials must be put into the dumpsters provided. Please do not put large items on the ground. Materials may not be any larger than 4 feet in greatest dimension. Tires, batteries, water heaters, appliances, computers, TV’s, and hazardous waste are not accepted by the garbage hauler. Residents must make their own arrangements for the disposal of these items. Please note: mattresses and box springs may be placed in the dumpster only if they are broken up and/or tied up into 4-foot lengths. Please call the office for more information.
- No retail business may be conducted in the community.
- Only 1 pool, hottub, or spa is allowed per homesite. Size and location must be approved by Lakeside Management. (see Guidelines.)
APPLICATION-REGISTRATION
- All prospective residents and homebuyers must complete an application in person at the community office. Besides the actual homeowner, any other persons who intend to reside at the home must also be registered with the office, and be listed on the Lease Agreement. At least one person residing in the home must be the homeowner.
- Occupancy: The number of people who may reside within a home shall be determined as follows:
One Bedroom Home: Two (2) Persons
Two Bedroom Home: Four (4) Persons
Three Bedroom Home: Six (6) Persons
In determining the number of rooms in the home, additions or changes in the wall or structure of the home will not be considered.- No resident or owner of a home in the community may sublet, rent or lease their home or permit anyone other than those listed on the Lease Agreement to live on the premises. Homes must be titled to the registered owner.
- Rent is due on the first of the month, according to the Lease Agreement. Rent may be paid in person during open office hours, left in the office mail slot after hours, or mailed in.
- There is a $10.00 late fee for rental accounts not paid in full by the sixth of the month. Accounts still not paid in full by the 15th of the month will be charged an additional $15.00.
- Rental accounts will be charged current bank fee for checks returned due to non-sufficient funds. Lakeside Management reserves the right to refuse checks from residents who have had more than 2 NSF checks in a 12-month period.
- If the home for sale is to be left on the site, the application of the new buyer must be approved by the office before the sale of the home can be completed.
- Transfer of homesite will not be approved until all required maintenance and code work is in compliance with both State and Lakeside Community Standards as required in the Management’s Before Transfer Form.
- All paperwork required by the office must be completed before new owner takes possession of homesite.
- A security deposit charge in the amount equal to two month’s rent is required before resident moves to the homesite. This money will be refunded as required and allowed by the Lease Agreement when moving from the homesite.
- Registration must be completed for each person residing in the home. It is the Resident’s responsibility to inform Lakeside Management of changes such as vehicle registration, employment, phone number, change of roommates, emergency information, forwarding addresses, or any other change.
UTILITIES
24. Arranging for hookups to water, sewer, gas, electricity, telephone, cable TV is the responsibility of the resident or dealer. The maintenance of these services is the resident’s responsibility.
25. Water and sewer connections from the resident’s home to the park riser connections or valves are the resident’s responsibility. Sewer repair necessary to community system due to improper waste disposal is the resident’s responsibility.
26. Heat tapes and water riser opening must be covered with insulation and should be checked every fall. Management approved heat tapes must be used.
27. Electrical system from the resident’s home to the meter boxes is the resident’s responsibility. This includes the 100 or 50 amp breaker switch in the meter box.
28. Gas line from home to meter is resident’s responsibility.
29. All furnaces, water heaters, appliances, wiring should be inspected annually by competent servicemen.
30. All homes must have an accessible outside water faucet.
31. Water supply to unoccupied homes may be shut off to prevent damage to home and/or community system from freezing. It is recommended that unoccupied homes be winterized by a competent serviceman to prevent damage. The office must be notified when a serviceman winterizes the home so the water supply can be shut off as well.
32. Satelite dishes must not be installed in a way that interferes with other residents. They must be attached to your home, or if a post is required it must be in your own yard. (Construction request
Is required).
GENERAL UPKEEP & MAINTENANCE OF HOMES & SITES
33. Each resident is responsible for maintaining his or her own yards and sidewalks. This includes grass cutting and trimming, fertilizing, and shoveling the sidewalk. The diagram below should help explain where the boundaries of the typical homesite lines are. Also, please note that the meter boxes in your yard are actually your neighbor’s.34. Blocking the home for stability is the resident’s responsibility and must be done according to state and local codes.
35. New skirting material on homes in the community must be approved by Lakeside Management. Skirting work must be completed within 30 days from the starting date of the project.
36. Skirting must have 2 access panels:
a. One by water service connection
b. One by sewer service connection
These panels must be securely attached and easily removable in emergency situations.
37. All current types of skirting on homes must be kept in good repair. This includes straightening, painting, replacing support studs, adding, or entirely replacing corners if necessary.
38. All homes in the community must have the proper wheels, axles and hitch present under the home.
39. Homesites must be kept clean and orderly at all times. Standing water in buckets, containers, pools, etc. is a violation of the Health Code and is not permitted. Homesites may not be altered or dug up without approval of Lakeside Management. (See Guidelines)
40. Homes, sheds, decks, steps and other structures must be attractively maintained and kept free from rust, rot or discoloration. Residents who choose to or are required by Management to repaint their home exteriors, decks, sheds, etc. must have their choice of color approved by the Lakeside Management.
41. Sidewalks must be kept free of snow and ice, and kept clean and uncluttered during all seasons.
42. Residents must make arrangements to have snow shoveled when away from the community for an extended period of time.
43. Flower, rock beds and vegetable gardens must be maintained, (groomed and weeded regularly).
44. Flower, rock beds and vegetable gardens not in use must be re-sodded or re-seeded.
45. No fences other than garden fences are permitted on lots. Garden fences must not exceed 3 feet in height, must be approved by the management, and must be removed and stored at the end of the garden season. Leaves and grass clippings may not be blown into the street or on the sidewalks.
46. Lawns must be kept watered, cut, trimmed, and fertilized up to community standards. Residents must make arrangements to have lawn cut, trimmed and watered when away from the community for an extended period of time.
47. New Brighton and Lakeside use odd/even sprinkling days.
Sprinklers must not be unattended. Water must not be allowed to run down the streets.
48. Only one storage shed is allowed. Shed materials, size and location must be approved by management. Plans must be presented in writing for approval by management.
49. Plans for exterior construction or lot alteration such as sheds, decks, steps, flower beds, shrubs, etc. must be presented in writing for approval by the management.
50. No clotheslines are permitted on homesites, and drying of personal clothing or cloth items outside of home is not permitted.
51. Firewood storage may not exceed one cord (4ft x 4ft x 8ft) and must be properly stacked. (See Guidelines)
52. The State of Minnesota Health Department prohibits tires, batteries, hazardous materials, upholstered furniture, extra furniture, appliances, etc. to be stored in the open on homesite. Only furniture designed for outdoor use may be kept outside.
53. All shrubs and trees planted by residents on sites in the community become the property of management and management can request the resident to trim the plants when necessary.
54. Damage of any kind to lawn due to remodeling or repair work must be repaired by the resident.
55. Lakeside Management reserves the right to request a resident to repair, stain, or paint the home, shed, steps, deck or other exterior structures on the site to bring them up to community standards.
56. Winter car plugs must not be allowed to lie on the ground or sidewalks.
57. Trash is not allowed to be stored outside on the site, whether bagged, or in garbage cans.
58. Storage of any items is allowed only in sheds or under enclosed decks. If resident has no shed, water-proof, vermin-proof, covered containers may be used but MUST be marked with large lettering for specific use: (e.g. Recycling, Garden Tools…..etc.)
VEHICLES/TRAFFIC
59. By State Law, the speed limit in the Lakeside Community is 10 mph. Speeds in excess of 10 mph are strictly prohibited and are considered to be non-compliant with community rules.
60. Residents are required to obey all stop signs, one-way traffic signs, no parking signs and other such signs in the community, and are responsible to ensure their guests are do too.
61. Vehicles are not permitted to “back down” streets, OR drive the wrong way on the one-way streets.
62. Bicycle riders must abide by State Statute #169:221 and follow the same traffic procedures as other vehicles. (See Guidelines).
63. Residents must adhere to the parking restrictions in front of home as required by the Lease Agreement. Residents and/or guests may not park in spaces at empty lots, unoccupied homes for sale, or in other residents’ parking spaces. End streets or visitor parking areas are not storage lots for extra or unused cars. Vehicles may not exceed 8’ in width and 22’ in length.
64. All vehicles in the community must be registered (make, model, year, color, license number) with the office to obtain a parking permit. This permit must be displayed as required by Lakeside Management. (See Guidelines)
65. Vehicles must be in operable condition at all times. All vehicles in the community must display current license plates & tabs. Vehicles not operable or not licensed may be towed at the vehicle owner’s expense. Vehicles not driven regularly will need to be removed from Lakeside.
66. Vehicles must be moved for snow plowing, street repairing, street sweeping, and for transport of homes on and off of homesites. (See Guidelines)
67. Special Parking Permission: We get special permission from the City of New Brighton to park on the city streets when we are involved in snow removal or street repairs – for 24 HOURS ONLY. After the 24 hour limit your vehicle can be tagged
during the “No Parking hours” (2-6 AM)
68. No vehicles or trailers are permitted to drive onto the lots or yards in the community for loading, unloading storage nor for any other reason.
69. All parking spaces must be kept free of oil and other vehicle fluids. Fluid leaks must be repaired immediately to prevent erosion of blacktop and environmental contamination.
70. Major repairing of cars is not permitted in the community.
71. Vehicles on street must not be used for storage.
72. Parking and storage of recreational vehicles (motorhomes, travel trailers, utility trailers, snowmobiles, motorcycles, boats, etc.) is restricted. Please contact Lakeside Management for information on parking and storage of these.
73. Motorhomes, campers, trailers and large trucks over 8 ‘ wide & 22’ long must not be parked in front of homes except for immediate loading and unloading. The roadway must be open at all times.
74. Only two snowmobiles are allowed per household. No snowmobile riding is allowed in the community or on the lake.
75. Only two motorcycles are allowed per household. Motorcycles must not be parked on the grass areas or on the sidewalks at any time.
SELLING/MOVING YOUR HOME
76. Residents intending to sell their home to stay on the homesite must coply with the following directives:
a) First, notify the office in writing of the intent to sell the home and include the name of the broker, listing company or other authorized agent in charge of selling the home.
b) After the office is notified of the intent to sell, an inspection will be made of the exterior home and the homesite. The condition of the home’s siding, skirting, windows, additions, shed, deck, steps, antennas, doors and other exterior features will be checked. The yard will also be inspected for damage. All garden areas must be returned to a seeded grass condition, unless a specific written agreement is made with the prospective buyer prior to moving in.
c) Upon completion of this homesite inspection by Lakeside Management, you will be sent a list of any work necessary to be completed before transfer of ownership of your home. (See Guidelines for further details.)
d) The repair work necessary to bring the home up to community standards, as indicated by the inspection, must be completed before a sale becomes final and a transfer of ownership takes place.
e) For Sale signs must be neat, attractive, and displayed only through a window from the inside of the home. Exterior signs are not allowed.
f) Prospective buyers must fill out an application, by appointment, and in person, and be approved for residency in the community before a sale becomes final. (See Guidelines)
g) Any financing of the sale of a home must be done by a licensed lending institution. (Bank, Credit Union, etc…) A copy of any financing contract must be on file with the community office.
h) Contract for Title sales of homes are not allowed in the community. This is considered a form of subletting, which is not allowed in this community. (See Rule #14, page 3)
77. If you are exchanging your current home for a new home, your homes will be moved and parked by Lakeside staff. A fee of $100.00 will be charged to pay for the cost of machine and operators to exchange homes while you are transferring your belongings.
78. If you will be removing your home from the Community, proper notice must be given as required by the Lease Agreement. Preparation of home for moving is the resident’s responsibility. Please notify the office of the day, time, and moving company authorized to move the home from the community. Home will be removed from homesite by Lakeside staff. It is the responsibility of the owner of the home moved from the site, to clean up and rake the site after removal of the home.
